Social Policy in East and Southeast Europe in Past and Present: Demographic Challenges and Patterns of Inclusion and Exclusion

The concept of social welfare is one of the defining features of modernity in East and Southeast Europe. From the blueprint independent welfare systems established by the nationalising post-imperial states, over the supposedly distinctive social security and redistribution systems under communism to the challenging and economically burdensome post-communist transition, social welfare has come to encompass defining components of state-society relations and human involvement therein. Traditional income maintenance, family and pension policy, as well as health care, education and housing programmes all affect societal dynamics in fundamental ways.

This conference will explore two particular issues in this broader field. First, it will study social policies in relation to demographic dynamics and address social policy as a response to and at the same time attempt to manage demographic challenges. How do social policies in East and Southeast Europe respond to and manage challenges related to age structure, natality and migration?

A second topic of concern are the patterns of social exclusion and inclusion that underlie social policies. To what extent does the redistribution of income through social policy address or generate social inequalities and what are its social and political repercussions? How does social policy interact with gender and ethnicity?

The conferences welcomes presentations that address one or both of the issues above, with particular focus on the following domains:

  • Family policy;
  • Pension policy;
  • Income maintenance programmes;
  • Poverty reduction;
  • Redistribution policies in housing, education and health care policies;
  • Political, institutional and ideological continuities and transformations;

The conference aims to facilitate a multi-disciplinary dialogue between scholars from history, economics, and related fields of the humanities and social sciences. The conference seeks to complement contemporary social policy studies with historical research concentrating on the period from the 19th century to the present. The geographic focus lies on East and Southeast Europe.

This year’s conference theme: Contradictions – Whither the Political, Economic and Social Integration of Europe?

For some years, pundits have said that the European Union has been under stress and showing resilience, undergoing ‘crises’ requiring adaptation. Social scientists are trying to understand how current political tensions and policy contradictions affect the European project now that the ‘permissive consensus’ has come to an end, and the EU post-Lisbon ‘constitutional compromise’ looks fragile.

Scholars have been reflecting on the state of European integration with a diachronic perspective based on empirical work or theoretical endeavours. They shed light on the EU as a set of institutions and policies with elites and interest groups embedded in a wider international context. Analysis of the EU as a source of political cleavage are key to understanding populism, party realignment, territorial tensions in many member states, against the backdrop of inequalities within and across member states.

This conference will address the complex relationship between socioeconomic dynamics and EU developments, to understand the bases of political integration and its potential effects. Are the terms ‘European society’ or ‘European economy’ constructs reflecting an empirical reality and can they be linked to EU policies? In this era of ‘lost illusions’, our Paris meeting will also engage with debates in political, legal and social theory around key concepts including democracy, the rule of law, and legitimacy.

The conference provides space for researchers from various backgrounds – political science, history, sociology, law, anthropology, philosophy, geography, economics – to present and discuss cutting-edge research focused on the pressing questions of European integration. The ECPR’s Standing Group on the European Union is committed to methodological pluralism, and encourages dialogue across academic disciplines.

Şantierele muncii intelectuale – între apropriere şi inapropriabil

Departamentul de Cercetari Socio-Umane din cadrul Institutului de Istorie “George Barițiu” al Filialei Cluj-Napoca a Academiei Române în colaborare cu Cercul de Dreptul Proprietății Intelectuale, Asociația Științifică de Dreptul Proprietății Intelectuale și Pergam – Societatea Autorilor și Editorilor Români de Opere Științifice organizează evenimentul „Şantierele muncii intelectuale – între apropriere şi inapropriabil” în 18 noiembrie 2017 la Cluj-Napoca.

Se încearcă prin această invitaţie continuarea şi permanentizarea dezbaterii multiperspectivală pe axa dreptului proprietății intelectuale, de această dată atingând condiția autorului angajat.

Aşa după cum unii dintre dumneavoastră au avut prilejul să constate la întâlnirile anterioare, dezbaterea propusă pentru 18 noiembrie vrea să deschidă cu ajutorul invitaților noștri noi direcţii de investigaţie și posibile răspunsuri la numeroasele întrebări generate de tema întâlnirii.

DEMOCRACY AND GOVERNANCE IN THE 21ST CENTURY

Sibiu, Romania, 2-3 June 2017

Topic description. The 21st century brings in new approaches when dealing with the way democracy is conceived and practiced. On the one hand, broadening participation means new forms of political participation, as well as transforming the political regimes. Under the pressure of new categories of critical citizens, who now have a voice through means of mass communication, new media and various social media channels, the last dictatorships are now undermined. Protests have swept numerous countries and regions, leading to the collapse of authoritarian regimes in countries from the post-Soviet region or Northern Africa. Fearing contagion, some regimes managed to counteract this, consolidating their status of hybrid, incomplete, electoral democracies or even turned into fully authoritarian regimes, making a clear-cut pattern of distinctive trajectories of political regimes during transition.

On the other hand, democratic regimes are now under the pressure of citizens, who are mobilized by informal, opinion leaders or by more formal, political elites. Since democracy needs large public support, mass attitudes and individual and collective resources are now critical. With lighter constraint following the EU accession, it is by no means surprising that political elites in many countries in Central and Eastern Europe stated to overlook the previous political liberal consensus based on constitutionalism and good governance. Mobilizing unsatisfied citizens, populist elites turned against neutral institutions in an effort to dominate the public scene.

The growing complexity of political decision mechanisms in a globalized economy, where new communication patterns make citizens more aware about a large series of previously disregarded issues, put decision makers under pressure and tighter control. Governance is the new lens through which one has to imagine the intertwined interaction between citizens and elites, focusing on various types of hierarchies, market actors and networks of voluntary organizations. This new interaction, which occurs in the framework of a globalizing world, brings in new perspectives not only for national and international security, but for the global market, environment, communication, citizenship and culture.

The conference encourages this perspective and aims to emphasize diverse approaches pertaining to new challenges for representative democracy and governance, in the context of changing regulation patterns and interactions between social and political actors. The organizers encourage contributions, but do not limit them, related to the behaviour of governance actors and networks, to governance and risks associated to new communication strategies by new technological facilities, and not least to global, European and multi-level governance.

The International Summer School ”Advocacy and Migration Policies”

The Research and Information Center on Immigrant Integration (CDCDI) of the Romanian Association for Health Promotion (ARPS), launches the call for applications to its International Summer School on migration to be held in July 2017.

The International Summer School  ”Advocacy and Migration Policies” is open to students and professionals working in the field of migration and human rights, interested to find more about migration from different perspectives, to know people from this area and to have the opportunity to change ideas and know-how about migration policies.

The summer school will expose the participants to a selected core of knowledge on migration, the politics of migration and key-tools to influence the migration policies. It offers the participants the opportunity to interact with and benefit from the experience of speakers and specialized organisations.

Structure of the sessions:

The sessions will provide a multidisciplinary approach to the topics, and will be highly interactive, encouraging the participation in debates, workshops and exercises. Each day will feature a particular topic, and while the morning sessions will be allocated to keynote lectures, the afternoon session will include exercises, workshops, site visits, film projections and debates.

Participants’ profile:

The summer school targets both students interested in migration policies and professionals working on migration issues. Eligibility conditions:

  • Bachelor/master degree in a relevant field (e.g. social sciences, law, economy etc.)
  • Significant professional experience in migration field
  • Very good knowledge of English (speaking and writing)
  • Availability to attend the entire programme

Application:

The persons interested in attending the summer school are invited to submit a CV alongside an essay to office@cdcdi.ro.  

Requirements for the essay:

  • should refer to one of the following topics: migration policies in destination countries, migration practices and support services to migrants, public perception of refugees and migrants;
  • should have maximum 1,500 words, including: title, abstract, text body, references & contact, and use 12 pt Times New Roman font at 1.5 line spacing;

The essays will be selected through double blind peer review.

The number of available places: 25. For selected participants the organisers will cover the accommodation, meals, materials. Please note that the travel will be reimbursed up to a maximum of CHF 350/participant.

Important: The participants are expected to arrive the day before the summer school starts and leave the day after it finishes.

GESIS Roadshow. Prezentarea panelului online al GESIS la ICCV

Steffen Pötzschke, de la GESIS Mannheim, va susține o prezentare a panelului online german gestionat de GESIS-Leibnitz Institute.

Prezentarea va dura aproximativ 50 de minute, fiind urmată de discuții. În centrul prezentării sunt modul de organizare a cercetării, accesul cercetătorilor la date, propunerea de pachete de itemi, aspecte metodologice șamd.

Lucian Rotariu, dedicată unor secvențe penitenciare ale închisorii Jilava, reprezintă o realizare științifică impor­tantă în domeniul cunoașterii și explicării universului penitenciar, constituindu-se într-o veritabilă radiografie, cu multiple valențe metodologice și predic­tive, a instituției penitenciare, în general, a celei din țara noastră, în special. Pe parcursul ei, autorul face dovada unor reale și certe calități de cercetător și fin observator al mediului carceral, reușind să definească și să explice principalele roluri și mecanis­me ale penitenciarului și să prezinte o serie de secvențe relevante ale acestui mediu.

Contribuțiile științifice și originale ale lui Lucian Rotariu se bazează pe o cercetare realizată de acesta în cadrul penitencia­rului București-Jilava asupra unui lot de persoane private de libertate aflat în custodia instituției.

cover-rotariu-penitenciarLucrarea reprezintă o contribuție științifică remarcabilă la cunoașterea și explicarea aspectelor teoretice și conceptuale ale universului carceral, încercând și reușind să ofere răspuns la o serie de întrebări legate de funcționarea instituției penitenciare și, mai ales, de evoluția schimbărilor intervenite în sistemul de sancțiuni și pedepse privative de libertate, cum ar fi, de pildă: „de ce atât de mulți indivizi intră în conflict cu legea penală?”; „de ce închisoarea nu conduce la scăderea ratei criminalității?”; „care sunt rațiunile pentru care există încă închisori?” etc.
Meritul acestei cărți și, implicit, al autorului este acela că a reușit să prezinte într-un mod coerent și logic o serie de concepte și noțiuni teoretice ale universului penitenciar și să le adapteze la realitățile cotidiene ale acestuia, precum și prin operaționalizarea unor teorii etiologice vehiculate în socio­logia devianței și crimina­lității, sociologia și psihologia penitenciară, cum ar fi: teoria dezorganizării sociale, teoria asocierilor diferenți­ale, teoria conflictelor cadrelor culturale, teoria subcul­turilor delicvente, teoria controlului social, teoria etichetării comportamentului deviant etc.
