Sovereignties in Contention: Nations, Regions and Citizens in Europe

Sovereignty is at the crux of current developments in Europe and at the center of political debate—of which the 2016 referendum on Brexit is just one example.  The claim to regain national sovereignty vis-a-vis EU policy-making is common to populist movements throughout Europe today, and it currently dominates the rhetoric of the national governments of Hungary and Poland as well.  Anxieties about sovereignty are also key to understanding the demands put forward by regional entities such as Scotland, Catalonia, and Lombardy.

These fights for new forms of sovereignty – or the restoration of old ones – are surprising, even bewildering, to those who imagined that the process of European integration would render the concept of sovereignty obsolete.  Yet recent developments clearly show that sovereignty again has become a crucial concept in political, social and cultural fields.  It is increasingly invoked not only by regions, nations, and Europe itself, but also by minority populations, marginalized groups, and even individuals as the reason justifying their claims of self-governance, emancipation, or political empowerment.

Recent developments and the material challenges that complicate them – globalization, the digital revolution, mobility – call upon us to reflect on the motives, polities, concepts, and rhetorics of sovereignty more profoundly and, given the complexity of the challenges, to seek fresh approaches that transcend disciplinary boundaries.  “Sovereignties in Contention in Europe: Nations, Regions and Citizens” aims to provide an opportunity to bridge the gap between different models for the study of sovereignty: from a governmental and institutional perspective to looking at bottom-up processes, from socio-economic and legal aspects to questions of identity, nationhood, and historical memory.

We particularly welcome proposals in these areas, including cross-thematic and interdisciplinary papers, as well as proposals in other areas relevant to contemporary Europe.

Proposals may be submitted from August 10 to October 5, 2018. Priority will be given to panel submissions. Participants will be notified of the Program Committee’s decision by December 14, 2018.

ARGUMENT

Obiectivul major al manifestării este acela de a stimula interesul comunității științifice referitor la abordarea relației dintre jurnalism și literatură și de a încuraja crearea unei rețele de cercetare în acest domeniu. La aproape 30 de ani de când jurnalismul și-a recâștigat libertatea de expresie se impune o analiză privind complicitățile, diferențele și dialogurile dintre jurnalism și literatură. Dincolo de miza diferită a mesajelor, există suficiente argumente pentru ”estetici” ale textului jurnalistic și ale celui literar, cu zone de interferență și zone disociate. Ne propunem să identificăm câmpurile de autonomie, dar și punctele de inserție dintre jurnalism și literatură. În același timp, socotim necesară și evaluarea profilurilor de identitate jurnalist – scriitor.

ARII TEMATICE:

  1. Delimitări conceptuale: arii de referință (teritorii, granițe, confuzii)
  2. Jurnalismul narativ și literatura non-fictivă
  3. Genuri jurnalistice / Genuri literare – similitudini și diferențieri
  4. Jurnaliști și scriitori: statusuri, identități și scopuri.

 Sunt posibile și alte abordări, subsumate tematicii conferinței.

Cei interesați de manifestare trebuie să transmită: titlul comunicării, un abstract (între 300-400 cuvinte), un scurt CV și formularul de înscriere (atașat invitației).

Se percepe taxă de participare în valoare de 50 lei, urmând ca organizatorii să asigure mapa conferinței, pause de cafea, masa, tipărirea volumului.

În perioada 11-12 septembrie 2018, la Timişoara, va avea loc cea de-a doua conferinţă a RoMig – The Romanian Network for Migration Studies. Conferinţa este organizată de RoMig în parteneriat cu Facultatea de Sociologie şi Psihologie şi Facultatea de Economie şi de Administrare a Afacerilor, Universitatea de Vest din Timişoara.

We are delighted to invite you to participate in the 8th International Conference AFTER COMMUNISM. EAST AND WEST UNDER SCRUTINY in Craiova, Romania, 23-24 March 2018. More than two decades after, an event is both history and present. The annual conference organized by CEPOS involves both the perspectives of the researches in the field of Communism and Post-Communism: research experiences and scientific knowledge. Like a „pointing puzzle”, 29 years after the fall of communism, the conference panels explore emotional detachments, but also a peculiar involvement creating and exploiting the inter-disciplinary developments of the East-West relations before and after the crucial year 1989 in the fields such as: political sciences, history, economics and law. The conference will be hosted by the University House and during two intense and exciting days, participants all over the world (professors, professionals, doctoral and post-doctoral researchers) are invited to raise the issue of the study of recent history of the former communist space in connection with the Western world. We are confident that all of us will focus during these two days on what is important to move the research in the field forward. We dear to state that we even bear the moral obligation to do that.

Social Policy in East and Southeast Europe in Past and Present: Demographic Challenges and Patterns of Inclusion and Exclusion

The concept of social welfare is one of the defining features of modernity in East and Southeast Europe. From the blueprint independent welfare systems established by the nationalising post-imperial states, over the supposedly distinctive social security and redistribution systems under communism to the challenging and economically burdensome post-communist transition, social welfare has come to encompass defining components of state-society relations and human involvement therein. Traditional income maintenance, family and pension policy, as well as health care, education and housing programmes all affect societal dynamics in fundamental ways.

This conference will explore two particular issues in this broader field. First, it will study social policies in relation to demographic dynamics and address social policy as a response to and at the same time attempt to manage demographic challenges. How do social policies in East and Southeast Europe respond to and manage challenges related to age structure, natality and migration?

A second topic of concern are the patterns of social exclusion and inclusion that underlie social policies. To what extent does the redistribution of income through social policy address or generate social inequalities and what are its social and political repercussions? How does social policy interact with gender and ethnicity?

The conferences welcomes presentations that address one or both of the issues above, with particular focus on the following domains:

  • Family policy;
  • Pension policy;
  • Income maintenance programmes;
  • Poverty reduction;
  • Redistribution policies in housing, education and health care policies;
  • Political, institutional and ideological continuities and transformations;

The conference aims to facilitate a multi-disciplinary dialogue between scholars from history, economics, and related fields of the humanities and social sciences. The conference seeks to complement contemporary social policy studies with historical research concentrating on the period from the 19th century to the present. The geographic focus lies on East and Southeast Europe.

This year’s conference theme: Contradictions – Whither the Political, Economic and Social Integration of Europe?

For some years, pundits have said that the European Union has been under stress and showing resilience, undergoing ‘crises’ requiring adaptation. Social scientists are trying to understand how current political tensions and policy contradictions affect the European project now that the ‘permissive consensus’ has come to an end, and the EU post-Lisbon ‘constitutional compromise’ looks fragile.

Scholars have been reflecting on the state of European integration with a diachronic perspective based on empirical work or theoretical endeavours. They shed light on the EU as a set of institutions and policies with elites and interest groups embedded in a wider international context. Analysis of the EU as a source of political cleavage are key to understanding populism, party realignment, territorial tensions in many member states, against the backdrop of inequalities within and across member states.

This conference will address the complex relationship between socioeconomic dynamics and EU developments, to understand the bases of political integration and its potential effects. Are the terms ‘European society’ or ‘European economy’ constructs reflecting an empirical reality and can they be linked to EU policies? In this era of ‘lost illusions’, our Paris meeting will also engage with debates in political, legal and social theory around key concepts including democracy, the rule of law, and legitimacy.

The conference provides space for researchers from various backgrounds – political science, history, sociology, law, anthropology, philosophy, geography, economics – to present and discuss cutting-edge research focused on the pressing questions of European integration. The ECPR’s Standing Group on the European Union is committed to methodological pluralism, and encourages dialogue across academic disciplines.

DEMOCRACY AND GOVERNANCE IN THE 21ST CENTURY

Topic description. The 21st century brings in new approaches when dealing with the way democracy is conceived and practiced. On the one hand, broadening participation means new forms of political participation, as well as transforming the political regimes. Under the pressure of new categories of critical citizens, who now have a voice through means of mass communication, new media and various social media channels, the last dictatorships are now undermined. Protests have swept numerous countries and regions, leading to the collapse of authoritarian regimes in countries from the post-Soviet region or Northern Africa. Fearing contagion, some regimes managed to counteract this, consolidating their status of hybrid, incomplete, electoral democracies or even turned into fully authoritarian regimes, making a clear-cut pattern of distinctive trajectories of political regimes during transition.

On the other hand, democratic regimes are now under the pressure of citizens, who are mobilized by informal, opinion leaders or by more formal, political elites. Since democracy needs large public support, mass attitudes and individual and collective resources are now critical. With lighter constraint following the EU accession, it is by no means surprising that political elites in many countries in Central and Eastern Europe stated to overlook the previous political liberal consensus based on constitutionalism and good governance. Mobilizing unsatisfied citizens, populist elites turned against neutral institutions in an effort to dominate the public scene.

The growing complexity of political decision mechanisms in a globalized economy, where new communication patterns make citizens more aware about a large series of previously disregarded issues, put decision makers under pressure and tighter control. Governance is the new lens through which one has to imagine the intertwined interaction between citizens and elites, focusing on various types of hierarchies, market actors and networks of voluntary organizations. This new interaction, which occurs in the framework of a globalizing world, brings in new perspectives not only for national and international security, but for the global market, environment, communication, citizenship and culture.

The conference encourages this perspective and aims to emphasize diverse approaches pertaining to new challenges for representative democracy and governance, in the context of changing regulation patterns and interactions between social and political actors. The organizers encourage contributions, but do not limit them, related to the behaviour of governance actors and networks, to governance and risks associated to new communication strategies by new technological facilities, and not least to global, European and multi-level governance.

Early registration fees

  • 30 Euro PhD / MA students
  • 45 Euro scholars from Romania, CEE, CIS (former USSR), Latin America and Africa
  • 60 Euro scholars from other countries

The conference fee covers the conference package, coffee breaks, lunches, and the conference reception.
